1) No. It helps though.

2) Yes, you can program in C/C++ and other languages if you install them. I recommend learning on PC though (via GNU/Linux or Windows, or MacOS X if you have it). You can do basic text programs in C/C++ quite easily, graphical programs with KDE/Gnome as well.

3) Yes. You'll need the GNU/Linux kit to run them however.
